Testing in the Unbundled Loop

2. The Problem of Gaining Access to the Local Loop
We have mentioned that unbundling the local loop will make it more difficult for the telco responsible for testing and maintaining the loop to gain access to it. Why is that? To test the local loop properly, a technician must be able to access the copper pairs through the central-office switch. With an unbundled loop, getting direct access to these pairs can be difficult. However, since testing is a necessity for the reasons mentioned above, gaining access is a necessity, too. The solutions portion of this paper will explain how the proper equipment can make this access very easy to accomplish.
