The Invitation came from IEC President John Janowiak, and the Chairman of the IEC board, John Pappas, who is former President of AT&T Teletype Corp.
A non-profit organization, the IEC, which aims to catalyze technology and business progress in high-technology industries and bridge to their university communities, was responsible for staging May's 2006 Broadband World Forum Asia in Hong Kong.
Paul chaired a forum plenary panel under the banner "Carrier Progress Towards the Converged Broadband Network."
He will join 17 other IEC directors, mostly CTOs (Chief Technology Officers) or equivalent executives from major telecoms organizations and professors of major academic institutions.
At PCCW, 49-year-old Paul leads a team with industry experience and market vision to help plot a strategic course in terms of emerging technologies and their commercial potential. Among the initiatives launched by Paul's team were those that resulted in now TV and UK Broadband, the wireless Internet-access business rolling out in parts of the UK.
Paul is also Chairman of the Steering Team for PCCW's Next Generation Network program and is involved in major initiatives including Fixed Mobile Convergence, the home network concept and transactional services.
A Chartered Engineer via the Institute of Electrical Engineers and a member of the Institute of Acoustics, Paul is a member of the Office of the Telecommunications Authority's (OFTA) advisory committees and the UK Institute of Directors. He is also a founding council member of the Hong Kong Institute of Directors.
