Infrastructure- versus Service-Based Competition in an NGN Networked World

In the core next-generation network technologies, separating control from conveyance provides the opportunity for innovative new services at the application layer. In the access, ubiquitous transport over Ethernet into the home could allow communications providers to control product functionality and quality at the active layer. The question then arises: what is the true value of infrastructure-based competition versus service-based competition? Senior representatives from Ofcom and the European Commission will set out their views followed by a debate among industry thought leaders.

Mr. Ingram's responsibilities cover television, radio, telecommunications, and the management of the radio spectrum. His responsibility as chief technology officer is to ensure that Ofcom remains at the forefront of understanding the impact of technology on the communications industry that Ofcom regulates. He has played a leading role in a number of Ofcom's strategic reviews of telecommunications, broadcasting, and the radio spectrum. Mr. Ingram is a member of Ofcom's Executive Committee and Policy Executive. He is also chairman of Ofcom's Operations Board and group head of the Technology and Spectrum Operations group.

Mr. Katz co-founded and is interim chairman of the United Kingdom's VoIP trade body, the Internet Telephony Service Providers' Association, and has a distinguished track record in telecom. In 1996 he joined Telco Global at its inception, and in 1999, as managing director. Mr. Katz was a key player in the IPO of the U.S. parent company. He is the author of several VoIP directory and security patents. He graduated from Imperial College in 1992 in computer science.
