Mr. Kwan is responsible for network operations, engineering, IT, customer service, local access, and service delivery. He previously served as chief technology officer of Asia Netcom and earlier as senior vice president of network operations of Asia Global Crossing. Having spent more than 18 years in the telecom industry, Mr. Kwan has experience that ranges from software development and integrated circuit design to product development, network planning, and operations.
