Transform Network Operations Center (NOC) into Service Operations Center (SOC): A Paradigm Shift for Improving Customer Experience (CE)

NOCs are built with the purpose of closely monitoring core/transmission network and are traditionally looked at as a vehicle to solve transmission/core network problems. The NOC operator or staff is generally more concerned about network health than service-related issues. Existing NOC setups are providing support for service quality management, which is more network-centric and reactive.
With triple play, competition from over-the-top service providers has become intense; consequently, service and business complexity is increased significantly. CE has taken precedence over service quality management. NOCs need to be transformed into SOCs to ensure measurement and improvement of CE metric values.
This session will bring out various aspects of this paradigm shift from processes, systems, and tools viewpoints.

With more than 11 years of experience in OSS/BSS space, Mr. Pavgi has been instrumental in architecting OSS solutions for many customers of Tech Mahindra. He has also been the leader and senior member of many OSS transformation projects. Mr. Pavgi has led and contributed to standards focusing on simplifying and speeding OSS/BSS integration. He has been an active participant in TeleManagement Forum activities and in defining OSS/J SQM APIs. Mr. Pavgi has also authored a TeleManagement Forum White paper on OSS/J MTNM harmonization.

Mr. Bales works closely with major telecom operators on IBM's OSS/BSS transformation solution initiative. He has previously led product management divisions in IBM's software, semiconductor, server and networking businesses. He has also served as a senior networking consultant where he led the development of strategic communication plans and designs for IBM industry and telecom clients. Bales has worked with key telecom clients including Sprint and AT&T. Previously, he was a data center manager and a communications and network operations technician at AT&T.

Previously, Mr. Campriani was director of OSS solutions for HP’s Communication Media and Entertainment Business Unit where he was responsible for the OSS product and solution portfolio and for the HP Consulting OSS practice on a worldwide basis. From 1997 until 2000, Mr. Campriani was business development manager of the EMEA region of the HP Openview Telecom Division. During this period, he helped establish HP as a leading OSS provider in the region. From 1994 until 1997, Mr. Campriani was an eminent member of the advanced research lab of HP in UK. He received a Master’s degree in electronics engineering from the Politecnico di Milano in Italy.

Dirk Speybroeck

Mr. Speybroeck is currently responsible for Network and IT Operations in Telenet. Before the current assignment he has been responsible for the build and operations of the HFC Network, the repair in the customer homes as well as the Network Operations Center. Mr. Speybroeck started his career as a tender engineer with Alcatel and was one of the first to join Telenet at its start-up, to build and engineer its transmission network, before moving into several operational management functions.
