Should Broadband Networks Be Publicly Owned?

Nationwide delivery of 100 Mbps IP services ("true BB") to residential users will require the deployment of FTTB/FTTH at a cost of 2-3 kEUR per home. Such a massive investment is probably within reach of incumbent telecom operators but hardly anybody else. The question then arises what competitive model should prevail to protect consumers' ability to choose their BB supplier. This session will discuss the pros and cons of possible scenarios, particularly in countries where there is currently a very high penetration of both a copper pair network and a cable network.

Mr. d'Oultremont joined Belgacom in 1995 as General Manager in charge of Regulatory, Tariffs and Interconnections. In 2002 Mr. d'Oultremont became Group Executive Advisor. In 1999 he took responsibility for the Group Strategy and Business Development and in 2000 headed the Carrier and Wholesale Division. From 1987 to 1995, he launched and managed SPAG, the Standard Promotion and Application Group created by Alcatel, British Telecom, IBM, Siemens and other leading ITT companies to enable the development of interoperable IT products and applications. This was a continuation of his former responsibility with the European Commission (1984-1987) to design and pilot test RACE, the first large European industrial project in the telecom field. Mr. d'Oultremont holds a PhD degree in nuclear physics.

Mr. Hennes has served in his current role since February 2007. Prior to this he was in charge of European and International Regulation at France Telecom. Mr. Hennes has held a variety of senior-level and managerial positions for France Telecom and has spent more than 20 years with the company. He began his career as department head with France Telecom's Nanterre operational unit in 1984. Mr. Hennes is a graduate of the Ecole Polytechnique and the Ecole Nationale Supérieure des Télécommunications.

Cecilio Madero Villarejo

Mr. Madero's experience with the Commission spans 21 years, during which time his career has been focused on European competition policy. He is in charge of information, communication, and media of the competition directorate general. Mr. Madero served as the case manager on the Microsoft case, now widely recognized as a landmark antitrust decision that was upheld by the Court of First Instance in September 2007. Before joining the European Commission, he worked for five years at Banco Bilbao Vizcaya Argentaria in Spain. Mr. Madero studied law at the Complutense University in Madrid, Spain.
