In addition to his current role, Mr. Teng is chief engineer of China Netcom Group Corporation. He is also a representative of the Tenth National People's Congress. Mr. Teng is a doctor of engineering and is a senior engineering professor. In 1992, he was awarded the title of expert with prominent contribution in science, technology, and management by the Ministry of Posts and Telecommunications. Mr. Teng has been entitled to special government allowance from the State Council since 1993.

Mr. Fossier has been in his current position since September 2005. He joined France Telecom in 1988 as head of the Industry division at the Directorate of Industrial Procurement and International Affairs of France Telecom and later became chief of staff of the chairman and general manager of France Telecom and director of the Public Payphone-Card division. In September 2000, he was appointed at the executive committee as group executive vice president of consumer wireline services and group vice president of public affairs.

In addition to his current position, Professor Lin is also the standing committee member of the Science and Technique Advisory Committee in the Ministry of Information Industry; executive member of the China Institute of Communications; IEE fellow; director of Beijing Information and Telecommunication Association; member of the Editorial Board of the IEEE Communications Magazine; and member of the Editorial Board of China Communication Magazine. He has won many prize awarded by the Ministry of Information Industry, Ministry, Ministry of Science and Technology, Ministry of Education, Ministry of Personnel, and Beijing municipal government.

Tadanobu Okada

Mr. Okada has been in his current role since July 2005. He joined NTT Laboratories in 1976. He was involved in the CCITT (currently ITU-T) standardization activities on ATM and B-ISDN. Amongst other activities, Mr. Okada was also involved in the national standardization of PHS and the development of the NS8000 digital switching systems. He is a senior member of the IEEE Communication Society. Mr. Okada has contributed to the success of many international conferences such as iPOP2007, in which he served as general chair.

Leping Wei

Mr. Wei's research interests are optical fiber communication, SDH, access network, NGN/NGI, and network evolution strategy. He has published more than 100 papers and eight books. Mr. Wei is vice chairman of the science and technology committee of MII, chairman of the information network technical committee, vice chairman of the optical fiber communication technical committee, and a fellow member of China Communication Institution.

Hequan Wu

Professor Wu was vice president and chief engineer of the China Academy of Telecommunications Technology. He has undertaken R&D on optical fiber transmission systems and broadband networks and to manage R&D projects for a long time. Professor Wu has taken charge of the study of the development strategy on NGN and NGI as well as 3G in recent years. He has been in his current role since 2002. Professor Wu was named vice director of China Advisory Committee for State Informatization.

Mr. Zhang is also a standing director of the China Institute of Communications and the vice secretary general of the Telecommunication Science and Technology Committee of the Ministry of Information Industry and the China Communications Standards Association. He has been the deputy director of the International Office of the Ministry of Posts, the director of the Technology Development Office of the Science and Technology Bureau, Ministry of Posts, and the director of the General Office of the Ministry of Information Industry.
