Mr. Zhang has held his current role since April 2003. From 1999-2003, he was vice minister of the Ministry of Information Industry (MII). Prior to that, he was the director general of the Telecommunication Administration Bureau of the MII. Mr. Zhang was the chief of staff of the general office of the Ministry of Posts and Telecommunications (MPT) from 1996-98. He has also served as deputy director general of the administration of telecommunication of the MPT, director general at the mobile bureau of the MPT, and deputy director general of the Administration Bureau of Posts and Telecommunications in Liaoning Province.
