Huawei believes that the understanding of differentiated WiMAX construction and operation needs to be paid enough attention. Requirements and corresponding strategies and tactics from fixed operator, new operator, and mobile operator without 3G licenses are quite different. Application scenario and corresponding solutions and service provision to personal broadband, home access, corporate access, and indoor coverage are also quite different. Huawei will give a cogitative suggestion regarding how to construct an operable and profitable WiMAX network.

Mr. Bastos started his career at Telefonica in 2000 and in 2001 became the manager of access technology. Mr. Bastos was responsible for the development of the Speedy Service and its variations, such as Condominium Speedy. In 2004, he moved to the Regional Division, becoming responsible for the issues related to Latin America's landline access. Currently he is the Telefonica Latin America representative in the company's world forums, Telefonica Product Design Council and Telefonica Device Design Council. Mr. Bastos is also a member of Telefonica's Infrastructure Committee for Digital Home issues. He graduated in engineering at Escola Federal de Engenharia de Itajubá, Minas Gerais, Brazil.
