The main purpose of the session will be to clarify the concepts and discuss the pros and cons of net neutrality. The general idea is to show that net neutrality could be very dangerous to the development of broadband services and that there are a lot of ways to implement different service levels on the Net without breaking the FCC's four principles of network freedom.

Mr. Xavier is an engineer with 20 years of experience in telecommunications and information technology. Mr. Xavier has been involved with Internet in Brazil since 1994, when he participated in the group that launched the commercial Internet in the country. He led Embratel's Internet business from this time until 2004. Mr. Xavier has a master's degree in computer science and an M.B.A. in services management.

Tom's extensive international experience includes executive-level positions managing marketing and business development operations in Europe, the Asia-Pacific region, and Latin America.

Mr. Martins is in charge of Business Development at Cisco Brazil and has large and diverse experience in the telecom industry. He worked as a telecom consultant for McKinsey and Diamond Cluster (now Oliver Wyman) with international experience in São Paulo, Barcelona, and London. More recently, he spent five years working as a telecom executive at Telefonica Brazil in areas such as corporate sales and strategic planning.
