Public Safety Wireless and Homeland Security

Recent events have heightened concerns regarding the integrity and reliability of emergency communications infrastructure. Key security issues facing wireless networks are covered in this session, including security issues surrounding specific air interfaces and redundancy systems. Experts on the Communications Assistance for Law Enforcement Act (CALEA) offer an up-to-the-minute summary of the most recent regulatory and judicial actions and what they mean for manufacturers and service providers that must track changing CALEA requirements. Leaders of the Federal Communications Commission (FCC) Network Reliability and Interoperability Council (NRIC) VI Focus Group on Public Safety provide an overview of wireless network home security activities and key issues. Finally, the significant security issues surrounding special mobile radio (SMR) interconnection and interoperability are addressed, including technical challenges facing implementation of wireless E911 and interconnecting public safety access points (PSAPs).

This session provides an overview in which the key security issues facing wireless networks, from a wireless networks' convergence area to personal access networks (PANs) and wireless local-area networks (WLANs) (e.g., 802.11), are identified. Topic areas will include security issues surrounding specific air interfaces and redundancy systems.

CALEA Wiretapping and Future Technology Requirements
This session is an up-to-the-minute summary of the most recent regulatory and judicial actions surrounding the CALEA and its implementation. The session then moves into the technical issues surrounding implementation of the CALEA—what manufacturers and service providers must be sensitive to when building networks and equipment, at a time when CALEA requirements are still under debate.

This session will identify the significant security issues surrounding SMR and the manner in which the industry is re-evaluating interconnection and interoperability issues that support reliable SMR communications as well as technical challenges facing implementation of wireless E911 and between PSAPs.

Summary and Discussion
CHAIRPERSON:
Susan Miller, President and Chief Executive Officer, Alliance for Telecommunications Industry Solutions (ATIS), is credited with bringing an innovative approach to the development of market-driven communications standards. Her leadership most recently resulted in the establishment of the ATIS Technical Operations Council, a body of leading industry executives that defines the industry's technical priorities for standardization purposes.
SPEAKERS:
Ed Hall, Vice President, Technology Development, Alliance for Telecommunications Industry Solutions (ATIS), assists in the establishment of an industry forum designed to address international roaming and network I&I issues (IFAST) and the recently established Emergency Services Interconnection Forum (ESIF).
D. (Ron) Ryan, Senior Manager, Nortel Networks, and Chair, Standards Committee T1 Subcommittee T1P1 Surveillance Ad Hoc, has held various chairmanship and rapporteur positions in Committee T1, TIA, 3GPP, and ITU-T standards bodies during the last 15 years. In addition, Mr. Ryan has been involved with the CALEA standards activities since 1995. He is also chair of the T1P1 Ad Hoc group on surveillance dealing with lawful intercept capabilities for 3GPP GPRS and UMTS.
Mark L. Younge, Vice Chairman, Standards Committee T1 Subcommittee T1P1, has held various engineering, marketing, and operations positions with telecom carriers and manufacturers. He is vice chairman of the Wireless/Mobile Services and Systems Technical Sub Committee (TSC) T1P1 and actively participates in the Third-Generation Partnership Project (3GPP) Services Aspects Technical Specification Group (SA1).

Jim Nixon, Director, Government Affairs, VoiceStream Wireless, is responsible for national 911 policy within the company and works closely with the FCC, national and state public safety organizations, as well as communications industry groups.
